Highway 104 Twinning Project, Nova Scotia

Responsibilities:
Evolve led the successful Dexter Nova Alliance consortium comprising Municipal Group of Companies, Nova Construction and BBGI. Evolve supported the contractual development for the drop-down contracts with the contractor and operator.

Evolve is currently providing the Project Co Representative services, including managing the finance team, under an MSA during the construction period and assisting the Dexter Nova Alliance with managing the Special Purpose Vehicle established to deliver the Project.

Project Description
The Highway 104 Sutherlands River to Antigonish Twinning Project consists of the construction of a four-lane divided highway corridor beginning at the end of the existing divided highway east of New Glasgow near Exit 27 at Sutherlands River and running for a distance of approximately 38 km to the existing divided highway just west of the Addington Forks Interchange (Exit 31) at Antigonish.

The Project includes the construction of: two new lanes adjacent to the existing highway from Exit 27 to a location near the community of Barneys River Station (approximately 17 kms); approximately 10 km of new four-lane divided highway through a wooded area to bypass the existing highway through Marshy Hope; two new lanes adjacent to existing highway from the new four lane section at Antigonish (approximately 11 kms); associated land access roads; maintenance depots; two new interchanges, approximately 21 new bridges and three major culvert structures. Included in the bridge numbers are three major river crossings.

Iqaluit Airport, Nunavut

Responsibilities:
Evolve provided SPV management services under an MSA with InfraRed which included providing the Project Co Representative, Quality Director and Financial Services.

Project Description
The Iqaluit Airport P3 project included the design, construction, financing and maintenance of a new air terminal building and combined services building, the repaving and expansion of the runway, taxiway and apron, and the enhancement of roadways and lighting systems. The new airport facility opened in December 2017, with the 30-year project concession period concluding in 2047.

The Iqaluit International Airport project utilizes a public-private partnership model with the Government of Nunavut and has an original contract value of $418.9 million.
​
Located in the capital of Canada’s Nunavut Territory, the Iqaluit International Airport serves as a major gateway to the north, with scheduled passenger service from Ottawa, Montreal, Rankin Inlet, Kuujjuaq and other smaller communities throughout eastern Nunavut.

GO Expansion On-Corridor Project, Toronto ON

Responsibilities:
Evolve was the commercial lead for the EnTransit consortium, one of only 2 teams to submit an RFP response.
Evolve led the Project Agreement negotiations and helped the consortium members understand and allocate risk among the team.

Project Description
The On Corridor project is the largest capital infrastructure project in Ontario’s GO Rail Expansion program. On Corridor work includes all works that facilitate train service, such as track, civil infrastructure, signaling, electrification infrastructure and electric locomotives, as well as the operations and maintenance of the GO rail network.

Responsibilities:
Evolve is mandated to provide Strategic Advice on the High Speed Rail (HSR) procurement to Alto, a Crown Corporation that has been established to deliver the project. The scope of the Evolve mandate includes guidance on deal structuring, commercial issues, support on VFM and risk, commercial input on project agreement and advice on financing structures.

Project Description
The HSR Project will create new routes between Toronto, Peterborough, Ottawa, Montreal, Trois-Rivières and Quebec City. Canada has chosen an innovative procurement model with an RFP, followed by a 5-year Co-Development Phase (CDP) with one selected partner prior to investment approval from Canada and Commercial Close. The Progressive DBFOM model with revenue risk entered the CDP in Spring 2025.

Project Description:
The Rolling Stock, Systems, Operations, and Maintenance (RSSOM) project is a critical part of the Ontario Line, a 15.6-kilometer rapid transit line in Toronto. The RSSOM project's scope encompasses the design, construction, and operation of the Ontario Line's rolling stock, as well as the systems for track, communications, and train control.

Northwest Parkway, Denver CO

Project Description:
The Northwest Parkway is a 75 mile-per-hour toll road that is a part of the Colorado highway system, connecting E-470 at I-25 in the north metro Denver area, with U.S. 36 in Broomfield, Colorado. It was procured under a 99-year concession.
